Hélène Connor, PhD - Executive Director

Hélène currently coordinates HELIO’s work on ecodevelopment indicators, capacity building and citizen involvement. Prior to creating HELIO, Hélène worked at the OECD Environment Directorate where she was the economist in charge of developing the work of the Directorate in the field of energy and environment and where she worked closely other OECD Directorates and Agencies (IEA and NEA) and the European Commission. Since 1995, she has been working with leading Danish, German, French and Belgian research institutes on major EU studies and energy strategies.

Laura E. Williamson - Project Director

Laura is responsible for developing and managing the organisation’s work on energy and climate.  She is also responsible for coordinating HELIO's network of energy experts. Prior to HELIO, Laura was with the United Nations Environment Programme where she was in charge of developing material and tools to raise awareness on sustainable development issues.  Laura has over fifteen years experience in the area of policy design and implementation, working predominantly for international and non-governmental organisations.

Isabelle Brechotteau - Accountant

Isabelle is responsible for managing HELIO's accounts and ensuring that HELIO meets its fiscal obligations with regards to its funders and french laws.  Prior to HELIO, Isabelle was the Financial Director of an industry association where she was responsible for putting in place new tools to improve the association's fiscal operations.  Isabelle is also experienced in auditing and public fund management.

Todéman Assan
I am an energy construction engineer with a speciality in energy efficiency.  Since 2004 I have been working with l’Agence béninoise d’électrification rurale et de maîtrise de l’énergie (ABERME – Benin) on rural electrification issues.  I am currently pursuing a Masters in Environmental Management at the University of Senghor in Alexandria, Egypt.  As part of my master’s thesis I will be working with HELIO on how to improve the resilience of energy policies to climate change impacts.  I joined HELIO to partake of the organisation’s expertise in the development of energy strategies and tools for ecodevelopment.

Philippe Beduneau
I graduated from the Sorbonne university in 2009 with a degree in economics and business consulting. I am interested in finance and ecodevelopment issues.  I joined HELIO to be involved in projects that address environment and development issues and to obtain some experience in these fields.

 Ange Bouele
I hold an MBA in Financial Management and a degree in International Affairs, with a focus on negotiation.  I am interested in projects were I can apply my skills.  My interest is in HELIO Is to better understand the implication of climate impacts in development activities. With HELIO I also have the opportunity to use my  project management skills to work with HELIO Afrique.

 Alexandre Quach
I graduated in 2009 with degrees in Production Engineering and Business Consulting. After one year in management consulting, I am developing my sectoral expertise through a degree in Energy Economics. I joined HELIO because it serves real causes through applied expertise (and because it's fun!).

Karine Ramaye
After graduating in 2009 with a dual degree in Process Engineering and Economics of Energy Environment and Sustainable Development, I joined the Electricity Portfolio Management team at GDF SUEZ. My interest in joining HELIO is to get hands-on experience with real projects dealing with energy and eco-development.

Carine Tram
I am currently working as an intern for EDF (Electricity de France) to improve their Environment Management approach and maintain their standing with ISO 14000. I will graduated in November 2010 with a dual degree in Environment Engineering and Sustainable Development Economics. I joined HELIO to get involved directly in environmental projects.
