HELIO staff responsible for the strategic planning, management and project development of HELIO International.







Laura E. Williamson - Project Director

Laura is responsible for developing and managing the organisation’s work on energy and climate.  She is also responsible for coordinating HELIO's network of energy experts. Prior to HELIO, Laura was with the United Nations Environment Programme where she was in charge of developing material and tools to raise awareness on sustainable development issues.  Laura has over fifteen years experience in the area of policy design and implementation, working predominantly for international and non-governmental organisations.

Isabelle Brechotteau - Accountant

Isabelle is responsible for managing HELIO's accounts and ensuring that HELIO meets its fiscal obligations with regards to its funders and French law.  Prior to HELIO, Isabelle was the Financial Director of an industry association where she was responsible for putting in place new tools to improve the association's fiscal operations.  Isabelle is also experienced in auditing and public fund management.

Irène Beucler
I currently work in a consulting firm specialized in business management and transformation projects. I graduated from Sorbonne University (2010) with a degree in International Economics. I joined HELIO's Junior Team to be part of an innovative, precursory and international organization which holds a great place in today's global talks on Climate Change.

  • Reaching an intercultural approach of ecodevelopment
  • Extending communication on key issues to a wider range of citizens

Christian Doualla
I recently graduated with a degree in International management in emerging and developing countries and also hold a degree in  Industrial, agricultural, social and environmental project management. My interest in working with HELIO is to expand my knowledge on adaptation to climate change.  I also want to consolidate my skills learned through my internship at the Agence Française de Developpement (AFD) on the setting up and monitoring ecodevelopment projects and studies.

Javier Otero Peña
I am a student from Caracas, Venezuela. I want to help my country move towards ecodevelopment, so I'm currently studying a Master in Environmental Policies and Sustainable Development at the ICP. I joined the HELIO Junior Team because I like HELIO's work and initiatives, particularily those concerning energy assessments and the Vulnerability - Adaptation - Resilience work

 Martin Roach
I am an American student from Minnesota studying abroad during my third academic year. I will graduate in 2012 from the University of St. Thomas with a degree in French and in International Economics. I am looking forward to fostering a professional outlook in the energy development field. I joined HELIO to enrich my understanding of energy systems as they are reflected in greater developmental objectives.

Clémentine Turgeon
I am French national from Tahiti (French Polynesia) and have just graduated from the University of Sydney in Australia with a Bachelor of Arts in Chinese and Cultural Studies.  I am interested in international affairs and especially on issues related to the environment. HELIO provides a good opportunity to better understand the issues related to climate change and think of solutions that do not harm the planet. It is very exciting and motivating to be involved in projects which foster every one’s abilities and knowledge.
