What it is...

TIPEE is a tool that helps decision-makers make use of available information to make better energy decisions. 

It is a methodology and a series of indicators that allows decision makers to check how well national energy policies are contributing to ecodevelopment under fluctuating weather conditions.

TIPEE stands for: Traitement de l'information pour les politiques énergétiques et l'écodéveloppement  / Processing Information for Energy Policy and Ecodevelopment)  

Why this approach...

Energy is central to our existence; however energy’s ubiquitous nature means that it is too often “ignored” when it comes to developing adaptation activities.  However, without a good supply of energy we as humans would find it extremely difficult to survive, let alone prosper. 

Given the importance of energy—both from social and economic development perspectives—identifying, understanding and reducing climate change vulnerabilities within the energy sector are priorities and present new challenges.  It becomes necessary to understand the context in which energy services are provided and used, and assess how climate change may impact the balance of energy supply and demand.

In a climate-constrained environment the question therefore becomes how to climate-proof energy systems and policies while also meeting other goals such as maintaining a healthy ecosystem, achieving development priorities and improving the overall quality of life.

While there a numerous initiatives that look at energy security and access or how to look at reducing energy's carbon footprint, there is a startling lack of resources to help decision-makers devise energy policies and measures that both meet ecodevelopment objectives and take into consideration possible impacts from changing climatic conditions, i.e. adaptation.

In response, HELIO has developed TIPEE. TIPEE is a set of 24, easy-to-calculate indicators to evaluate how well their government is providing their citizens with accessible, clean, and affordable energy services. Improvement in indicator calculations over time will reflect genuine progress toward a national energy policy that promotes the overall well-being of its citizens and increased resilience to climate impacts, while respecting the environment.

TIPEE uses information that is already available in country. HELIO's approach is that:

  • the underlying metric for any indicator must be generally available
  • that data collection and vector/indicator calculation must be simple to do
  • that qualitative input from the experts on the ground is just as valuable as the numbers generated

Where we are now...

The TIPEE approach has been field-tested in Cameroon and Togo and the indicators have been applied by energy experts to their national energy situation.  Results from these national analyses are now available.  National capacity building workshops to train decision makers have also been held.  These workshops helped decision makers to:

  • interpret the results from the TIPEE analysis
  • apply the results to climate-proof national energy policies and approaches

2012 Timeline...

Jan - March: Development of a Policy Maker's Handbook.  This is a simple guide to assist energy policy makers to interpret the results from the TIPEE analysis and apply the information to the energy policy making process.  The objective is to provide policy makers with a tool that supports the delivery of accessible, clean and efficient energy services in a climate-constrained environment. This guide was field-tested in Cameroon and Togo.

April: National capacity-building workshops for decision makers were held in Cameroon and Togo. For copies of the workshop reports, click on the country name below.

2011 Timeline...

June:   Methodological workshop: national teams met in Togo to review and adapt the manual to reflect regional constraints.  The energy analysts were trained in how to apply the indicators and interpret the results.  From June to October, teams collected data and prepared a draft report that was reviewed by HELIO's experts.  A revised draft was the basis for discussion and review at the October national consultative workshops.


Oct: Consultative workshops:  national teams met with other national experts from government, academia and civil society to exchange information and experiences to fine tune the analysis and recommendations.  

Nov:  Finalisation of the national reports and their launch at UNFCCC - COP 17 (Durban, South Africa)
