HELIO International is a non-governmental organisation based in Paris, France. HELIO team coordinates the development and execution of projects, liaises with energy experts and ensures regional representation on issues concerning energy sustainability.

Formed in 1997, HELIO is incorporated in France under the 1901 Law for Non-profit Associations and administered by a Board of Administration. Its work is directed by an Advisory Group (AG) who heads HELIO's global network. The Advisory Group is comprised of economists, geographers, urban-planners, engineers, who are specialized in supply- or demand-side energy issues.

HELIO International benefits from the guidance of a Scientific & Technical Committee (STC). The STC is made up of persons who have contributed internationally to the advancement of knowledge in the energy-environment field and of representatives from worker unions, institutes and other non-governmental international organisations. Regional activities are coordinated by a team of Regional Coordinators. 

In addition to its Advisory Group, Scientific & Technical Committee and Regional Coordinators, HELIO has a number of independent energy expert members who contribute to and benefit from HELIO's work. HELIO counts more than a 100 energy analysts in over 40 countries as members of its network. Consultation with these analysts guide HELIO in determining in which countries and regions HELIO will work.

Institutional Interface: HELIO is an accredited observer to the United Nations Economic and Social Council (ECOSOC) the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Environment Programme (UNEP) and the Organisation Internationale de la Francophonie (OIF), Mission D. 

NGO Networks: HELIO is also a member of numerous international NGO networks including ANPED, Climate Action Network, the European Environmental Bureau, INFORSE, and OECD Watch.
