    Templates for SEW Observer-Reporters

    Introduction 

    Each Observer-Reporter will receive an electronic version of the Manual and this template by e-mail. Both reports are also available from the Secretariat on diskette upon request (please specify your computer platform type-PC or Mac-and your word processing software). The Manual and this template are also available as downloadable files on the HELIO website "http://www.helio-international.org".

    For those Observer-Reporters who do not have access to a computer, the template can be completed with a typewriter or handwritten on the following template pages. 

    Observer-Reporters should not change the format. Readers can better compare country reports if the format and sequence outlined here is followed. The suggested page length is intended as guidance only; however, the objective is to have concise, consistent, and comparable reports. 

    Once the country report is completed please forward it to your Node Coordinator and the HELIO Secretariat in Paris.

    This report-and the regional and global reports that comprise the work of the Sustainable Energy Watch (SEW)-is intended to foster debate and action in support of sustainability in the energy sector, the environment, and the economy.

    Introduction

    Discuss here if this is your country's first SEW report, list its principal authors & contributors, their address, telephone, fax, and email, and brief biographic information or affiliation. Discuss the report's completeness, especially if one or more indicators could not be reported on and why, and major problems in finding the needed statistics or calculating the vectors.
    General discussion of your country


    SEWgraphic overview, primary energy, water, and mineral resources, state of development, main imports and exports, rate of population growth, literacy and education, urbanization, income and equity issues, principal environmental pressures, greatest social concerns that you think useful to briefly describe (gender issues, nutrition, food adequacy for the nation's poorest, public health, political freedoms, etc.). You may also discuss UNDP's Human Development Index for your country (see this Manual's Appendix). Be creative and concise.
    Other Energy-Related Developments


    Discuss other important developments, especially those related to the indicators. Discuss your country's use of traditional fuels such as wood, biomass, and charcoal. Discuss energy developments such as hydropower projects and their impacts on the environment and indigenous peoples. Discuss related policy, legislation, and regulatory changes as well as your country's overall energy policies and objectives. Mention major international financial investments and related projects. Discuss energy sector or incidents.
